After earning his bachelor of science in administration of justice from MacMurray College in Jacksonville, Illinois, David Frasher matriculated at the Washington University School of Law in Saint Louis, Missouri, to obtain his juris doctor. He subsequently relocated to Alaska to clerk for Judge Robert G. Coat of the Alaska Court of Appeals. In 1994, David Frasher went into private legal practice and handled a range of business litigation and personal injury claims. By the end of the decade, he had expanded into public service as a City Administrator with the City of Oak Grove, Missouri.

David Frasher later served the city governments of Ashland, Wisconsin, and Grants Pass, Oregon. He most recently held employment as a City Manager with the City of Oregon City. From 2010 to 2015, Mr. Frasher supervised 10 municipal departments and the regional Urban Renewal District. He also oversaw the daily operations of the City of Oregon City Municipal Court.
