With over 20 years of experience working with the Nation Flood Insurance Program (NFIP), Mr. Rubenstein is an accomplished Senior Project Manager, Certified Floodplain Manager and a PMI certified Project Management Professional.
Mr. Rubenstein is currently focused on water resources and project management out of the AECOM Dallas, Texas office. Mr. Rubenstein has dedicated a majority of his 21 year career, by working with the NFIP and leads in communicating FEMA’s vision of creating and communicating the various Regulatory and Non-Regulatory Products that allow various state and local stakeholders to make informed risk-based mitigation strategy decisions. Mr. Rubenstein currently serves as a Senior Advisor, Task Order Manager and Project Manager for the Compass JV. With Mr. Rubenstein’s historical knowledge and shared vision of the future of the NFIP, Mr. Rubenstein regularly attends and hosts community meetings to share FEMA’s goal of building stronger and more resilient communities through mitigation.
Additionally Mr. Rubenstein works with States and local partners on The Cooperating Technical Partners (CTP) Program through out the country. Mr. Rubenstein leads various State and local CTPs, in coordination with FEMA, to deliver high-quality hazard identification and risk assessment products that reduce risk based on informed multi-hazard based data.
