David is a Director General with the Department of National Defence. He commenced his career in the Public Service in 2005 while completing a BA Honours Economics from Carleton University. He continued studies at the Royal Military College of Canada receiving a MA, Security and Defence Management and Policy. He subsequently earned a Master of Infrastructure Protection and International Security from Carleton University. David also holds the designation of Professional in Critical Infrastructure Protection, and is a graduate of the Smith School of Business, Queen's Executive Program.

David has served the Department of National Defence in several capacities, including but not limited to, as a financial advisor, senior business advisor, economist, manager, and General Manager of Housing Operations. David has extensive real property investment program planning and implementation experience, including facility management procurement, and development of investment plans.

After a short period with the Department of Justice as the Director Public Safety, Defence and Immigration portfolio, David returned and continues to work for the Department of National Defence.

David has advanced training and experience in disaster management and business continuity planning, including the development of post secondary institution emergency response plans. David led a team in the evacuation, disaster management, response and recovery effort at a Canadian Armed Forces Installation.

David was an avid rugby player and continues to follow the sport.
