Paul Delacourt concluded his 25-year distinguished career with the FBI in May 2021. Currently, he serves as the Managing Partner at Stratagem Consulting, LLC, where he leads a team specializing in executive consulting, focusing on regulatory compliance, risk mitigation, business development, and cyber risk awareness. Additionally, Delacourt is an Adjunct Lecturer at the University of Chicago Graham School, teaching a Master's course in Intelligence and Analysis. He retired from his role as the Assistant Director of the Strategic Realignment Program Management Office at FBI Headquarters in Washington, D.C.

Previously, Delacourt was the Assistant Director in Charge of the FBI’s Los Angeles field office. Over three years, he led an executive team overseeing three operational divisions, intelligence, and mission services, managing nearly 1500 employees across the seven counties of the Central District of California. Prior to this, he served as the special agent in charge of the FBI’s Honolulu field office for three years. He had roles in the Inspection Division at FBI Headquarters in Washington, D.C., where he led reviews of field offices, national programs, shooting incidents, and special projects.

Delacourt began his FBI career in 1995 as a special agent assigned to the Chicago Division, focusing initially on gang and drug investigations. Post-9/11, he transitioned to the Counterterrorism program, with postings in Chicago, Washington, D.C., and Atlanta, GA. His tenure included temporary assignments to the Guantanamo Bay Task Force at FBI Headquarters, deployments to Afghanistan, Qatar, and Iraq, and serving as the program manager for the Regime Crimes Liaison Office (RCLO), a Department of Justice Initiative mandated to investigate war crimes, genocide, and crimes against humanity.

From 2009 to 2011, he was the liaison officer to a counter-narcotics task force at U.S. Pacific Command at Camp Smith, Hawaii. In 2012, Delacourt was promoted to assistant special agent in charge of the Honolulu Division. He holds a Bachelor of Arts from the University of Michigan and a Juris Doctor from Wayne State University Law School. Now retired, Paul Delacourt continues to leverage his vast experience in security and law enforcement through his consulting work and academic teaching.
