Denis Cenusa

Denis Cenusa is a political risk analyst affiliated with the Geopolitics and Security Studies Centre, Lithuania.

He is in his last year of doctoral studies at Justus-Liebig University in Germany, where he examines the EU conditionality and Russian hybrid warfare as external mechanisms of influence on energy security reforms in Georgia and Moldova.

Since February 2024, Denis has been a Fellow at the Policy Leadership Fellowship at the School of Transnational Governance at the European University Institute, researching critical infrastructure at the intersection of EU enlargement and war-induced crises. He specialises in democratisation, European integration, sanctions policy, state resilience, critical infrastructure, and energy security in the post-Soviet space and Black Sea region. He is affiliated with the Eastern European Studies Centre (Lithuania) and the Think Tank Expert Group (Moldova).

He holds an MA in European Interdisciplinary Studies from the College of Europe (2013) and graduated from the Advanced Program in EU Law and Economics at Riga Law School (2014). Denis also completed crisis management and strategic communications programs at the London School of Economics (2022), Geneva Security Studies Centre (2023), Baltic Defence College (2023), and Swedish Defense University (2023).

Over the past 15 years, Denis has written over 300 analytical articles, policy briefs, scholarly articles, and reports in Romanian, English, and Russian. From 2015 to 2025, he co-edited five books with Michael Emerson, a Senior Research Associate at the Center for European Policy Studies in Brussels, on topics linked to the Europeanization of Eastern Europe. He has also written book chapters related to critical infrastructure and energy security.

He has been quoted by various regional and international media outlets in English, Romanian, Russian, and Spanish languages, such as El Confidencial, El Periódico, Liberation, Le Figaro, CNN, ABC News Australia, Meduza, Delfi, and others.
