+Discrimination Laws

Why are we it’s not all covered beneath the +Discrimination Laws?
Thinking that "All Men are Good quality" was among the founding blocks of the great country. Unfortunately, it is historically correct to state that any of us haven't always lived up to that concept or ideal. But were known as the Society that tries to fix any mistakes it makes. Perhaps it's correct this matter within the Discrimination Laws?
The anti discrimination law of 1964, is just about the foundation upon which we even today judge whether discrimination has or has not occurred. Within that law, the applicability of the law is bound to "protected classes of persons". The classes of race, color, religion, sex, or national origin were the first Protected Classes as we age, and disabilities being subsequently added.
We have now managers today of each and every race, every color, every religion, every sex, every national origin, company of alleges and ability levels. As discrimination is a function of mostly management misuse of powers, and since managers place all the various classes of persons, why then aren't the laws updated to add "all persons" including we who find ourselves being white, male, protestant Americans.
With 85% if cases being against females, and 15% against males, the reality is that 15% in the known victims of sexual harassment, are not covered beneath discrimination laws, unless they are already persons of color, or perhaps older in age, or otherwise from Euro-American lineage. Plus each of those cases, they'd should prove it turned out "because" from the color, age or lineage that this discrimination occurred.
So I ask the question again: How come we not every covered beneath the +Discrimination Laws?
