David M. Pérez joined the Federal Communications Commission (FCC) in August of 2023 to lead public engagement, inter-agency coordination, and manage a portfolio of national and state partnerships to advance the Affordable Connectivity Program (ACP). David currently serves on the board of directors of the National LGBTQ Task Force in the role of Resource Development Committee Chair.

He served as Senior Director of Donor Relations for the New York-based Hispanic Federation from 2018-2023 managing individual giving, direct mail, major donor cultivation and was program director for HF's $1 million LGBTQ+ Latinx nonprofit grant fund: Advance, Change, Together (ACT).

From 2007 to 2017, David served as Director of Development for the League of United Latin American Citizens (LULAC), the largest and oldest Latino civil rights membership organization in the U.S. David led the fundraising efforts for LULAC’s community-based programs in economic empowerment, education, civic engagement, and health, in conjunction with LULAC’s 1,000 councils nationwide. David also lead the national LULAC LGBT Equality project.

In 2013, David co-founded the annual Unión=Fuerza Latinx Institute, which gathers 250 LGBTQ Latinx grassroots activists for a full day of networking and bilingual issue and skill-based training. David also serves as co-chair of the National Hispanic Leadership Agenda's LGBTQ Task Force.

District of Columbia Mayor Muriel Bowser appointed David as chair of her LGBTQ Advisory Committee in 2015. David organizes to advance immigrant rights, LGBTQ people of color, and served as chair of DC Latinx Pride. From 2011-2015, as president of the Latino GLBT History Project, David expanded their programs to preserve the history of, educate, celebrate culture, advocate and provide leadership development for Washington, DC’s LGBT Latino community.

David served in leadership roles at St. Thomas’ Episcopal Parish of Dupont Circle, contributed to Huff Post Queer Voices, Metro Weekly, and Washington Blade, and received awards from Gertrude Stein Democratic Club, Next Generation Leadership Foundation, and Capital Pride.

David earned his M.A. in Latin American Studies from Georgetown University and a B.A. in Spanish and Social Science with a Minor in Biblical Studies from Biola University. He is a native Californian.
