Dr. Ceaser is the founder of LiberatedExpressions, LLC. She is a compassionate, life-changing education advocate with over sixteen years of leadership experience ineducation, philanthropy, and program management at various institutions of higher education and non-profit
organizations.

Dr. Ceaser was a member of the NAACP National Staff for eight years. She served as the NAACP National Director of Policy Training, where she was responsible for increasing the NAACP’s advocacy capacity through training and information sharing opportunities for NAACP units and constituents specifically in the areas of education, health, economic empowerment, criminal justice, civic engagement and international affairs.

Prior to serving in that role, Dr. Ceaser served as the NAACP National Assistant Director of Education. In this role, sheassisted in leading the NAACP National Education Advocacy Agenda, which focused on closing the achievement gap by ensuring resource equity, increasing parental involvement, improving teacher quality, and building state and local collaborative networks. Before her appointment as National Assistant Director of Education, Dr. Ceaser served as the National Coordinator for the NAACP Reginald F. Lewis Youth Entrepreneurial Institute (YEI). Dr. Ceaser has also served as a consultant for the Maryland Institute for Minority Achievement and Urban Education at the University of Maryland College Park, where she worked with middle school to college age youth on issues related to personal
empowerment, self-acceptance, college and career readiness.

Dr. Ceaser is a graduate of George Mason University where she earned a BA in Communication and an MA in Telecommunications. She also earned a doctorate from the University of Maryland College Park.
