Dr. Miller brings more than 25 years of experience working for public and private universities including a land grant institution. His career began with the Procter and Gamble Company and as an entrepreneur where he learned the latest operations and marketing techniques. In addition to being CEO of Lock Haven University (LHUP) and Virginia State University (VSU) he was provost at University of Wisconsin, Oshkosh one of the larger universities in the Wisconsin System. His business roots were fine-tuned at the Niagara University College of Business Administration as Dean, the Quinnipiac University School of Business as Associate Dean, and Fairleigh Dickinson University as MBA Program Director.

Known nationally for innovation in higher education, Dr. Miller has been a leader in developing public-private partnerships, including the Commonwealth Center for Advanced Manufacturing (CCAM), the Niagara Institute for International Accounting (NIIA), and the Commonwealth Center for Advanced Logistics (CCAL). Lock Haven University was among the first in the state to require laptop computers. LHUP had the largest percentage of international students at a public university and VSU had the largest number of dual enrollment students at a university. Additionally, Virginia State University was among the first to implement the use of digital books on a large scale rivaling the most technologically advanced institutions. Dr. Miller has been a champion of innovation in public and private institutions for two decades.

University and community relations have been a priority for Dr. Miller. His teams at LHUP and VSU were among the best at developing “town gown” relations and relationships with the military. Dr. Miller has been involved in raising more than $300 million for capital projects. VSU received a $105 million in-kind software gift, grants and contracts grew as much as 75%, and they were a partner in receiving a $400 million contract from the United States Army.
