Elissa Levan

Elissa D. Levan is a member of Funk & Bolton, P.A., resident in the firm’s Baltimore office, and she is a member of the Local Government Practice Group.

Ms. Levan has been representing governmental clients since 1992 and has during that time provided advice and counsel to a large and diverse group of Maryland municipalities across the State. She currently serves as general counsel to the Cities of Bowie, Westminster and Glenarden and the Towns of Chesapeake Beach and Brunswick. She frequently assists other local governments with respect to personnel, zoning and land use, and ethics matters, among other areas. In that regard, she is currently serving as ethics counsel to the City of Aberdeen and conflict counsel to the City of Gaithersburg. Ms. Levan also spent a year in the Office of the Attorney General, representing the twenty-four Maryland sheriffs and their sworn deputies.
