Floyd Council
Executive in Oklahoma City, OK
Floyd Council current serves as Regional Director for the Metropolitan Library System in Oklahoma County. He is the former Executive Director of the Jackson Hinds Library System where he was the first African American man to lead the system in the 110 years history. He received a Master’s of Library & Information Science from Florida State University, a Bachelor of Fine Arts from American College, and matriculated as a Juris Doctor candidate at the Western Michigan Thomas Cooley Law School before diverting to his passion in the library profession. Council is a current Doctor of Business Administration candidate at Belhaven University. In 2023, Council was selected by the American Library Association to represent the State of Mississippi at the ALA congressional flyin in Washington, D.C. and played a critical role in securing at $3.7 million THUD congressional directed spending grant for the Eudora Welty Library Recovery Project, in 2024.
As a native of the small delta town of Shelby, Mississippi, Mr. Council has worked and lived around the world for military and civilian service but spent most of his grade school years in the Mississippi Delta, Chicago, and Dallas, Texas, where his parents were teachers and working professionals. He is an American Library Association Spectrum Diversity Scholar, Alpha Chi National Honor Society Inductee, Veteran of the United States Army, and a community centered 21st Century Librarian. Council has worked in leadership roles for an “A” List of employers which has included, Birmingham Public Library, Atlanta Fulton Public Library, Broward County Libraries, St Louis Public Library, Dallas Public Library, Nashville Public Library, D.C. Public Library, the University of Chicago, Department of Veterans Affairs, and the U.S. Army. Council is a life member of the Black Caucus of the American Library Association, Oklahoma Library Association, Mississippi Library Association, and works collaboratively as a strong champion for equity, diversity, inclusion, and social justice in the provision of public library services, programs, and partnerships. Mr. Council passionately enjoys, international travel, books, technology, music, design, theater, dance, yard work, and serving in his local children’s church and youth ministry.
Mr. Council is the proud father of Floyd Council Jr. and Jonathan Trevor Council. He co-parents with his best friend and former spouse, Attorney Tanya Jones-Council.
