Flora M. Castillo

Ms. Castillo is a passionate, creative and innovative executive with more than 20 years of health care and Medicaid managed care experience. Throughout her tenure, she has held leadership positions in public affairs, sales, and marketing which have culminated in her current senior management role as Vice President of Corporate Public Relations at AmeriHealth Mercy Family of Companies (AMFC), one of the largest family of Medicaid Health Plans in the United States headquartered in Philadelphia. In this role, Ms. Castillo is responsible for developing a corporate strategy to fully leverage the company’s national external partnerships with trade and advocacy associations to achieve business growth objectives and enhance our brand as a leader in the Medicaid marketplace and new markets. She leads the coordination of the President and CEOs corporate initiatives and serves as his representative to external stakeholders. An 12-year AMFC veteran, she is widely known for executing integrated marketing membership strategies that resulted in a net membership increase of 50,000 and market share growth to 55%, a net increase of 6 share points in 6 years for Keystone Mercy Health Plan. Through her leadership, she led the designing and implementation of the company’s grassroots advocacy program in Pennsylvania that successfully led to defeating a pharmacy carve-out proposal for 4 consecutive years. In addition to her responsibilities at AmeriHealth Mercy, Ms. Castillo has served as a member of the NJ TRANSIT Board of Directors since 1999. At that time, she was recognized for her community and civic work and was appointed to the NJ TRANSIT Board by New Jersey Governor Christine Todd Whitman – making her the first Latina and the youngest member to serve on the Board. She has been reappointed by three more Governors and currently chairs the Board’s Customer Service and Administration committees, overseeing an annual budget of more than $3 billion and 10,500 employees. NJ TRANSIT is the nation's largest statewide public transportation system providing more than 895,000 weekday trips on 240 bus routes, three light rail lines and 11 commuter rail lines. It is the third largest transit system in the country with 164 rail stations, 60 light rail stations and more than 18,000 bus stops linking major points in New Jersey, New York and Philadelphia. A passionate transportation advocate, Ms. Castillo serves as Chair of the American Public Transportation Association.
