Mr. Matta is a Managing Consultant in the Global Construction Practice at Navigant specializing in architect standard of care, construction defects, schedule and delay analysis, and construction contract compliance, among other areas. He provides advisory services as well as litigation and dispute resolution support for clients in large-scale construction projects throughout the United States, Latin America, and the Caribbean.
Mr. Matta has served as an expert witness and consultant for construction disputes in state and federal courts rendering written opinions in issues related to administrative due process, permits, code compliance, user perception, breach of contract, and construction related torts. Additionally, he has lectured in areas such as government contracting, administrative procedures, and differing site condition.
Prior to joining Navigant, Mr. Matta worked as a licensed attorney at a San Juan law firm representing clients in cases related to breach of construction contract, differing site conditions, and surety claims, among others. He also drafted and negotiated contracts involving contractors, sureties, owners, operators and designers, for both public and private projects.
Before engaging in the legal profession, he practiced as a registered architect in New York, Florida, and Puerto Rico for over 15 years, working in architectural firms based in New York City and San Juan. During that time, he directed all aspects of the design and construction administration process for a multitude of projects throughout the Northeastern U.S. and the Caribbean. His experience includes institutional buildings, courthouses, educational facilities and schools, commercial establishments, warehouses, residential developments and individual homes.
Mr. Matta is registered as an architect in multiple states and admitted to practice law in state and federal district courts. He is fluent in English and Spanish.
