Frank Maxwell

My name is Frank Maxwell, a civil engineer and founder of Maxwell Infrastructure Ltd. With over 15 years of experience in infrastructure design and project delivery, I’ve had the privilege of leading transformative projects across Europe, America, West Africa, and the Middle East, from transportation systems and bridges to water management and climate-resilient infrastructure.

I hold a BEng in Civil Engineering from the University of Harvard and a Master’s in Structural Engineering from Imperial College California. I am a Chartered Civil Engineer (CEng MICE) and a certified Project Management Professional (PMP). At Maxwell Infrastructure Ltd., I combine technical leadership with a deep commitment to sustainable development, offering tailored solutions for public and private sector clients.

My work is rooted in the belief that infrastructure should serve people, not just meet codes. I focus on long-term resilience, cost-efficiency, and environmental responsibility. Whether I’m overseeing a flood mitigation project or advising on urban planning, I ensure each project balances functionality with lasting social value.

Though born and raise in California my career has taken me around the world. I speak English fluently, and have working knowledge of Germany and Italy, which helps me navigate diverse professional environments. My multicultural background has shaped my leadership style—flexible, inclusive, and focused on results.

I remain committed to mentoring young engineers and supporting STEM education, especially in underserved communities. In my free time, I enjoy hiking, photography, and architectural sketching, ways I stay grounded, curious, and connected to the world I help shape.

I founded Maxwell Infrastructure Ltd., not just to build structures, but to build impact, through engineering that stands for progress, sustainability, and people.
