An experienced educator and photographer, Frank Noelker taught undergraduate and graduate courses at the University of Connecticut from 1991 to 2020. He held several different roles during this time including visiting assistant professor of art and associate professor of art. In addition to teaching classes and mentoring students, he served on multiple graduate student committees and oversaw maintenance of all departmental photography studios. Frank Noelker has also delivered visiting artist lectures at more than a dozen academic institutions.

Frank Noelker's work has been displayed at solo and group exhibitions dating back to 1989 at Webster University's May Gallery. Since then, it has been featured at prominent galleries and institutions in his home state of Connecticut as well as in Massachusetts, Missouri, Rhode Island, and New York. His photos have also been shown at galleries in Canada and Germany.

In addition to these, Frank Noelker formerly had gallery representation with the Howard Yezerski Gallery and Gallerie St. Etienne, which are among the most respected galleries in Boston and New York City, respectively. Complementing his extensive teaching and photography experience, he holds an MFA in photography from the Rhode Island School of Design. His extracurricular interests include hiking and cycling.
