Garry Wales is Telecommunications Engineer with high-level studies and technical training in different fields of Communications and ICT. He has studies in Public Policy and governmental management from the San Andres University. He has spent over 10 years working for Telecom Industry and for the last 5 years, he participate actively in ITU sectors. He was elected as Vice Chairman to the Radiocommunication Advisory Group (RAG) ITU-R in RA-15. He has an active participation in meetings of the ITU-T Study Group 12 – QoS and Study Group 5 of ITU-R: Terrestrial Services. Mainly in the 5D Group. He led the Argentinean delegation for the ITU Radiocommunication Assemblies: RA-15 and ITU World Radiocommunication Conferences: WRC - 15. Garry was assigned National Director of International Affairs in Argentina´s Regulator (AFTIC Resolution 2/2015) of the Federal Authority for Information Technology and Communications. He´s in charge of the Rapporteur on issues of fraud and non-compliance ICT practices of Permanent Consultative Committee (PCC.I - CITEL). In charge of the Rapporteur on issues of Quality of Service ICT Standing Advisory Committee of CITEL. He was part of the study and drafting of QoS Regulation and also the procedures to QoS KPIs and cross-control in Australia. Also he participated in the technical study of the Argentina spectrum bidding for 4G services.
