The former chief executive officer of Early Learning Coalition (ELC) of Polk County, Florida, Gilbert Rincon oversaw a budget of approximately $31 million and a staff of more than 80 employees. During his eight years with ELC, Florida resident Gilbert Rincon streamlined organizational operations and spearheaded technological improvements to boost revenues by 20 percent while cutting costs by 15 percent.

Prior to his work with ELC, Mr. Rincon spent two years as chief of administration for the Florida Department of Agriculture’s Citrus Canker Program; four years as statewide regional analyst and government operations contract manager for the Agency for Workforce Innovation; and five years as director of eligibility determination, enrollment for school readiness, and voluntary pre-K programs for Family Central of Fort Lauderdale. In his work with Family Central, he managed an $80 million budget and more than 50 employees.

Outside of the professional arena, Mr. Rincon has chaired New Beginnings Charter Schools and a local YMCA. As a former board member and president of the Citrus Center Kiwanis, he helped revitalize an annual pancake festival that generates more than $30,000 for charities.
