My philosophy is that IT is a people business with technology as an enabler. The effectiveness of Quality Control and Quality Assurance is limited by enabling processes which must be matured. The holistic processes in delivery that most organizations avoid are usually the limiters of Quality Assurance and Quality Control effectiveness.
