If they wait until later in the hand to bet big, chances are they may have the hand won but not the Chicago. If nobody is betting strong in the first two rounds you will want to try to stay in the hand as a contender for the Chicago payout as long as the betting isn't way too high for your interests.

If you are expected to win based on your hole card, I might try to make some big bets early. If several people call you, then there is a chance one of them has you beat so you may want to bet more cautiously as the hand goes on.

Finally if you are 100% certain to win either High Chicago (you have A of spades as hole card) or Low Chicago (you have 2 of spades as your hole card), this is where it gets interesting. Some may tell you to bet big early and drive all your opponents out so you get the pot. The problem is most people will read this and know you have the Chicago and will then only play the hand for top hand in whatever game you are playing. This increases the chances they will fold early on. See what you'd prefer is to have quite a few people calling medium bets left in the hand instead of one or two opps calling your high bets. This way even if you don't win the hand but do win the Chicago there will be more money in the pot. If you want to drive your opponents out of the hand in this situation wait until after the last face up card at the earliest.

Remember your goal is to try to win both halves of the pot if you can just by winning the Chicago half, but at the same time you want as much money as possible, so you have to balance those wishes.
