Dr. Mohammad Hashim Pashtun is an experienced civil and environmental engineer, project leader, community development professional, and impact analyst with over 15 years of experience in infrastructure planning, environmental engineering, sustainable development, geoeconomics, and public sector management. Living in Ohio for over a decade, he brings deep knowledge and hands-on experience working across Central Ohio and Appalachian Ohio, contributing to local development initiatives and community-based projects.

He has successfully led multi-million-dollar projects across infrastructure, municipal services, water and sanitation, climate resilience, and urban development, working with international organizations such as the World Bank, Asian Development Bank, European Union, JICA, USAID and UN agencies.

With a Ph.D. in Civil Engineering from Ohio University, Dr. Pashtun integrates technical expertise with strategic planning, stakeholder engagement, and monitoring & evaluation to deliver sustainable and community-centered solutions. His work has improved municipal systems, enhanced urban resilience for millions of residents, and advanced policy reforms for better governance and service delivery.

A dedicated researcher and thought leader, he has contributed to numerous socio-economic assessments and academic publications. Pashtun is a certified Social Return on Investment (SROI) professionalwith enhanced impact measurement, monitoring, and evaluation (M&E) knowledge across nonprofit, public, private, and academic sectors.

Fluent in seven languages and deeply engaged in multicultural and Appalachian communities, he has worked on regional planning initiatives, housing studies, and data-driven policy analysis across Ohio and the Midwest.

Dr. Pashtun has global experience working across the academic, public, and private sectors in the U.S. and abroad. He is a TEDx speaker, a published scholar with over 10 academic journal publications, and has presented at numerous technical and social conferences.

In addition to his professional work, Dr. Pashtun has committed his time to lead a global consortium of educators and advocates dedicated to providing online education for Afghan girls who have been denied access to formal schooling due to ongoing restrictions. They have helped the initiative reach and enroll over 10,000 students, with the program continuing to grow and offer hope through education.
