Hayley Chang is the head of litigation for the FBI. In that role, she also oversees investigations and oversight response for the Office of the General Counsel. More broadly, Ms. Chang advises Executive Management on risk and crisis management.
Ms. Chang’s recent practice has focused on cybersecurity, technology, and foreign investment. She has served as in-house counsel for the past seven years in the private and public sectors. Ms. Chang was the General Counsel and Chief Compliance Officer for a tech company and a founding member of the Cybersecurity and Infrastructure Security Agency (CISA), where she launched its Office of the Chief Counsel. Ms. Chang also played key roles leading successful legal reform efforts for CFIUS, supply chain security, and drone security.
As outside counsel, Ms. Chang’s practice focused on complex commercial litigation, consumer class actions, and federal investigations related to procurement integrity, financial fraud, and healthcare fraud. Her practice has been informed by a deep background in law enforcement and national security stemming from her service to the U.S. Department of Justice and U.S. Department of State. As a federal prosecutor, Ms. Chang successfully prosecuted financial fraud and international organized crime cases. She also won a high-profile civil trial on behalf of the U.S. Secret Service, enabling heighted security for a presidential candidate and a national convention. Ms. Chang also spent a year advising the Deputy Attorney General on national security issues, including CFIUS, and she served on the Ambassador's leadership team for the U.S. Embassy in Baghdad, Iraq.
Ms. Chang comes from Colorado, where she clerked for the Chief Judge of the U.S. Court of Appeals for the Tenth Circuit. She graduated from Cornell Law School, where she served as an editor of the Cornell Law Review.
