Based in Bogotá, Colombia, Jaime Lombana holds a PhD in law from the Universidad de León and earned post-graduate degrees in general criminal law and special criminal law at the University of Salamanca. Jaime Lombana previously earned a master's degree in international politics from the Free University of Brussels and a bachelor’s degree in jurisprudence from Colegio Mayor de Nuestra Señora del Rosario. He has also completed educational seminars at the University of Helsinki on international legislation and international criminal law, and at the University of Pantheon in Athens on preventive detention and human rights.

Mr. Lombana has served as a professor at the Universidad del Rosario in Bogota Colombia since 1996 where he has taught subjects including general criminal law, special criminal law, criminology, victimology, and criminal responsibility of legal persons and board members. He has also been the director of the International Conference on Criminal Law at the university since 1999. In addition, he served as a professor at the Universidad Sergio Arboleda from 2000 to 2002, where he taught general criminal law.

In 1992, Mr. Lombana founded his legal firm, Jaime Lombana Villalba & Abogados. In this role, he has overseen some of the country’s most high-profile cases. From 2003 to 2008, he also worked as an alternate judge with the Consejo Superior de la Judicatura.
