$4 billion Sales Tax Bonds -- 2007 -- Goldman Sachs proposed and structured a $4 billion financing secured by sales taxes. Book managed $2.7 billion tranche. Instrumental in obtaining authorizing legislation. At the time, one of the two largest bond issues book managed by the GS Public Sector and Infrastructure Banking Group. Nominated as Deal-of-the-Year.
$1.7 billion basis swap -- 2006 -- Goldman Sachs was the lead counterparty. At the time, one of the largest swaps executed for a “state” level issuer.
$800 million IPO -- 2006 -- At the time, the most significant “IPO” in the public finance market.

$600 million forward settlement bonds -- 2002 -- At the time, the largest amount of municipal bonds sold with a forward settlement. Total transaction size $1.3 billion ($700 million current settlement).
$1.6 billion governmental bond “e-offerings” (two issues) -- 2000, 2001 -- First and largest (at the time) e-offerings, respectively, in the public finance market.
