Jay Devaughn has spent much of his life in service to others, although most of his service has involved helping others help themselves. Born and raised in Montgomery, Alabama, he went to the University of Alabama, where he earned a Bachelor of Social Work degree in 1991 before heading to the University of Georgia-Athens, where he was awarded a Master's Degree in Social Work in 1993.

Armed with an excellent education, he went on to work at AID Atlanta, a service organization that supports people with HIV and AIDS. He was there for about five years, until he became the Client Services Director at Chattanooga CARES, another HIV service organization in Tennessee in 1997. In 1997, things were starting to change, and Chattanooga CARES was one of the first social service agencies in Tennessee to provide Internet access to its clients, so that they could research the possibility of new therapies and treatments for HIV.

That is when Jay Devaughn began to understand the potential power of the Internet for allowing clients to educate and empower themselves. Since then, Jay has been teaching clients how to use the power of the Internet to give themselves a chance at a better life.
