Community Representative in San Diego, CA

Jay Clevenger is a Community Representative in the Office of San Diego City Councilmember Stephen Whitburn, serving as a liaison to the communities of Bankers Hill / Park West, Middletown, and Mission Hills. He believes that government works best when it listens to those it serves—and considers it a privilege to advocate for the neighborhoods he represents at the City of San Diego.

Raised in the Inland Empire and later in central California, Jay graduated from Atascadero High School before studying Mandarin Chinese at the National Tsing Hua University in Hsinchu, Taiwan, through the U.S. Department of State's National Security Language Initiative. His time abroad not only made him fluent in Mandarin—it also sparked a passion for big cities, mass transit, and urban policy.

Jay is on track to graduate from MiraCosta College with an Associate's Degree in Political Science in 2025. Outside of work, Jay is active in local politics, serving on the Executive Board of the San Diego County Young Democrats as Director of Communications since 2025, and previously as Secretary and Chair of the Bylaws Review Committee from 2024 to 2025. At age 19, he was one of the youngest delegates elected to the 2024 Democratic National Convention, where he proudly supported Kamala Harris for President.

Jay lives in San Diego, California, with his partner in a cozy little apartment overlooking the city. When he's not digging through municipal code or skimming through POLITICO Playbook, you can find him tearing up the dance floor, discussing ranked-choice voting with fellow trolley riders, or working on a dystopian novel he plans to publish in the near future.
