I am a consultant, researching, writing and advising on governance and security issues in Africa though my company Development Results--and a photographer on the side.

I bring 13 years of World Bank, USAID and OECD experience, working in and on countries emerging from conflict and political transition (Burundi, Centrafrique, DR Congo, Haiti, Indonesia, Rep. Congo, Sierra Leone, Uganda and Timor-Leste) and in high growth performers (Botswana, Ethiopia, Gabon, South Africa and Zambia).

Before setting up Development Results, I served six years at the OECD, working on responsible supply chains of minerals in weak governance zones, and tracking international engagement in these countries (aid, trade, investment, remittances, peacekeeping, illicit flows...). Previously, I was Senior Advisor to the DR Congo government and the Aceh government (Indonesia) in their post-crisis transitions, both under USAID technical assistance (2004-06) and Conflict Specialist at the World Bank (Social Development Department and Africa Region, 2001-04).

My expertise includes the promotion of inclusive growth, with a focus on jobs for youth; political economy, social and conflict analysis; community-driven development; democratic transitions; DDR and SSR; support to Parliament, civil society and the media; multi-stakeholder policy making; and the strategic planning, implementation and evaluation of multisector programs aiming for systemic change.

A regular lecturer at Sciences Po and Ecole nationale d’Administration since 2006, my publications include “Feeding the Beast or Transformative: Budget Support in Fragile States” (European Union Institute, 2013), Fragile States 2013 (OECD, 2012) and Conflict-Sensitive Development Assistance: the case of Burundi (World Bank, 2005).
