Nadine Jenkins
With more than two decades of experience in management of public and private collections and accounts receivable, Nadine Jenkins has consistently exceeded performance expectations. She served as Credit & Collections Manager with the oil and gas company Fluid Containment Inc. in Conroe, Texas, from 1989 to 1995. In this capacity, Ms. Jenkins maintained a 92 percent collection rate for a customer base of 3,000, which represented government defense and private contract receivables of $250 million. She oversaw operations of a dedicated call center while developing billing, credit approval, and credit line determination protocols. Nadine Jenkins subsequently held a position as Credit & Collections Manager for two years with the diversified oil and gas company Norstar Limited Partnership. In 1997, Ms. Jenkins accepted a position as Director of Collections with the Montgomery County Collections Department, where she remained for 14 years. This position entailed the establishment, development, and management of the county’s first collections department in Conroe, Texas. Within 2 years of joining the Department, Nadine Jenkins was generating $13 million in additional revenue for the county. She established a call center utilizing a Lean Six Sigma approach that ensured a high degree of responsiveness to problems and issues as they arose. She was responsible for personnel selection, developing extensive training protocol, and creating scripts. Ms. Jenkins’ sustained efforts resulted in Department collections rates between 84 percent and 93 percent for over 10,000 accounts and $400 million in receivables. The Montgomery County Collections Department gained regional and national attention for its innovative program, earning designation as a Texas state model program. Nadine Jenkins has also engaged with numerous professional organizations, notably founding the Governmental Collectors Association of Texas and the National Governmental Collectors Association (NGCA). The NGCA is an education-focused organization that provides annual scholarships for training in judicial collection and sponsors the annual National Court Collections Conference. A firm believer in the power of education, Ms. Jenkins regularly coaches young people on career paths and job opportunities. Nadine Jenkins also assists with clerical duties and patient services on a volunteer basis with Heart to Heart Hospice.
