Joël Plouffe

PhD candidate in public policy studies and international relations at the École nationale d'administration publique (ENAP-Montréal). My area of research is Arctic geopolitics and security (thesis deals with Canada/US Arctic policymaking).

I am Managing Editor of the peer reviewed open access journal @ArcticYearbook (with Dr. H. Exner-Pirot & Ed. Dr. L. Heininen) ; Fellow at the Canadian Defense and Foreign Affairs Institute (CDFAI) ; researcher affiliated to the Thematic Network on Geopolitics and Security of @UArctic and the Northern Research Forum ; Alumnus of the Arctic Climate Change and Security Programme of the U.S. State Department's IVLP (International Visitors Leadership Programme).

I am based in Montréal at ENAP and am a research fellow at the CIRRICQ, and member of University Laval's ArcticNet Climate Change and Shipping in the Arctic Research Programme. I will be heading back to Western Washington University this Spring quarter to teach a undergraduate level class on Québec's Northern Identity and International Relations.
