Joe Rizzi, an Oregon emergency management veteran, has previously served as the director of emergency management for Multnomah County. In this role, Joe Rizzi led the emergency management unit of the most populous county in the state of Oregon.
As director, Mr. Rizzi implemented a whole community planning approach that led to the fulfillment of the first mass care and sheltering project, a five-year collaboration and training and exercise plan involving all stakeholders, and education and outreach to the community, among others. He was deeply involved in coordination during the extreme winter storm that paralyzed numerous locations of Multnomah County and the city of Portland, as well as during the 2014 active shooter incident in Reynolds High School.
Prior to his stint at Multnomah County, Mr. Rizzi served as director for the emergency management program of the city of Eugene, where he co-led the emergency management, safety, security, and life safety management planning for the 2008 and 2012 track and field Olympic trials.
Mr. Rizzi was appointed to the Governor’s Homeland Security Council, was the Legislative Chair for the Oregon Emergency Management Association for five years, and served as Oregon State’s representative to the International Association of Emergency Managers.
