Besides, I am an international researcher and consultant on infrastructure governance. My work is focused on infrastructure policy and public investment management.

I currently work as an external expert for the International Monetary Fund, and a consultant for the Inter-American Development Bank and the World Bank Group. I have previous experience working for the public and the private sector, and other multilateral institutions.

I have a PhD in Infrastructure Planning from University College London. Besides, I hold a Master's Degree of Infrastructure Planning and Management from the University of Washington, a Postgraduate Diploma in Management from Universitat Pompeu Fabra and a BA in Economics from Universidad ORT Uruguay.

In the past 20 years, I have worked in public investment and finance, infrastructure governance and projects, in 30+ countries from different regions: South America, North America, the Caribbean, Europe, Africa and Asia.
