Judge Richard B. Halloran

Judge Richard B. Halloran has served as a judge in the Wayne County Third Circuit Court for 14 years. Following tenures as an attorney in private practice and Administrative Law Judge for the Michigan Liquor Control Commission, Judge Richard B. Halloran took the bench as of Wayne County's Third Circuit Court in 1998. This marked the first of Judge Halloran's terms in the Third Circuit Court. He retained his seat that same November, ran a second time in 2000, and then again in 2006. Sitting in the Family Division, Judge Richard B. Halloran overheard cases related to divorce, child support, domestic violence, and child custody.

In 1990, Judge Richard B. Halloran accepted the position of Magistrate of Detroit's 36th District Court. In that position, he carried out a diverse set of tasks such as hearing cases related to traffic and parking tickets, and ruled over small claims issues. Four years later, Judge Halloran became a District Judge and continued to serve the 36th District Court. Judge Halloran's new responsibilities included adjudicating civil cases concerning amounts less than $25,000, real estate cases, and hearing preliminary exams related to felony cases.

Judge Halloran completed his undergraduate studies at Canisius College. He majored in psychology, religion, and philosophy, and held a number of extracurricular positions such as Chairman of the Student Programming Board program, President of the Glee Club, and a student member on the Board of Regents. Graduating with a Bachelor of Arts, he continued his education at the University of Detroit School of Law. There, he earned his J.D. in Law and began a career that has spanned more than 22 years as a judge.

He holds memberships with several professional organizations. He has belonged to the State Bar of Michigan since 1975 and counts himself a member of Measure for Measure, a Men's Choral Society, one of his favorite extrajudicial functions.
