Kellie Macpherson

Kellie Macpherson is Manager of Compliance for Recurrent Energy, one of North America’s largest solar project developers. She leads day-to-day operations of Recurrent Energy’s compliance program, playing an active role in all aspects of solar project development, from site acquisition, development, and contracting, to construction, M&A, and operations. She is responsible for ensuring the company’s compliance with mandatory reliability standards, ISO tariff and business practices manuals, WREGIS, CEC, CPUC, regulations, policies and procedures. She also developed and manages implementation of Recurrent Energy’s internal contract obligation compliance framework to support PPA, IA, O&M, and MASA compliance.

Kellie came to Recurrent Energy from McCoy Power Consulting, where she served as Director of Compliance Program Administration. Her responsibilities at McCoy Power Consulting included the implementation of NERC Compliance Monitoring and Enforcement Programs and the development and implementation of corporate compliance programs. She led compliance audits and investigations, and designed corporate compliance programs for renewable energy clients including prominent wind developers in the western region, helping to ensure the success of clients’ operating assets and project pipelines.

FERC, NERC, and Corporate Compliance
Kellie is experienced with the regional, NERC, and FERC hearing and appeals process including registration disputes, negotiations, dispute resolution, and enforcement actions relating to transmission and interconnection agreements. Responsible for strategy development for disputes and alleged violations, preparation of technical supporting documentation and settlement negotiations, Kellie has advised entities to a successful outcome. In addition, Kellie actively advises entities on NERC registration requirements and determination of facilities or functions that require registration to ensure compliance with both federal and state laws.
