Kulamani Biswal

Kulamani Biswal is a distinguished Indian public sector finance leader, corporate executive, and legal practitioner with over 35 years of experience across energy, coal mining, power generation, and power regulation. He is best known for serving as Director (Finance) on the Board of NTPC Limited, India's largest power utility, where he spearheaded capital execution, international debt financing, and strategic financial governance. Throughout his executive career, he held senior leadership roles, including Director (Finance) and CFO of Mahanadi Coalfields Limited (MCL), Chief (Finance) at the Central Electricity Regulatory Commission (CERC), and Director at the Orissa Electricity Regulatory Commission (OERC), after starting his career at Coal India Limited. He has also served as Chairman and Board Director across numerous corporate entities and power sector subsidiaries. A comprehensively educated professional, he holds a Bachelor of Commerce from Utkal University, an LLB from Sambalpur University, an MBA from Newport University, California, and is a Fellow Certified Management Accountant (FCMA). Honored nationally and globally, he is an Honorary Fellow of the World Academy of Productivity Sciences (WAPS) and a recipient of the prestigious CMA-CFO Award. Currently practicing as an Advocate before the High Court of Orissa, he is also a passionate painter, poet, and cultural patron.
