Kurt is a communications engineer in Vienna, Austria, heading the technical department at the Austrian Regulatory Authority for Telecommunications and Broadcasting (RTR).

Before joining RTR he was Director of International Networks Department at Telekom Austria (now A1 Telekom).

Kurt completed his master's degree and doctorate in Communications Engineering and Computer Science at Vienna University of Technology. Furthermore he received a diploma in Business Administration from Hagen University, Germany.
