Business Administrator / Public Administrator, actually working as Undersecretary for Economic Growth at Prefeitura Municipal de Rio das Ostras, where is responsible for the public administration of Zona Especial de Negócios (ZEN); the Industry and Commerce Department (DEDIC); governamental and institutional relationships; the creation and implantation of new legislation; and the prospection of sponsorships/partners and coordination of public events (as the Rio das Ostras Jazz & Blues Festival, the biggest jazz and blues festival of Latin America). ZEN is the business district of the City of Rio das Ostras, that comprises over 50 companies of the oil and gas sector, such as Constellation, Vallourec, Fugro, Aker Solutions, Sapura Navegação, Subsea7, Oceânica, among others. As administrator of the Oil and Gas Department of ZEN Lara was responsible for a 142% growth in municipal tax revenues by the business district in the biennium of 2020 and 2021.
As enterpreneur, Lara is the cofounder of Zanzant Virtual Line, a system and app that manages and optimizes consumer’s waiting time for checkout service at commercial establishments. Zanzant eliminates physical waiting lines by offering to its users a position on a virtual waiting line.
As creator and developer of IT projects/products Lara created ‘Portal dos Produtores’ (Producers’ Portal), a web based platform dedicated to help producers to raise funds for cultural productions and ‘EDiTALwiki’, a software for management of sponsorship public calls by private companies (both granted by FAPERJ Foundation).
Formerly acted for 20 years as director and executive producer focused on the audiovisual market, accumulating vast knowledge about: development of projects produced with corporate sponsorship and public investment based on tax deduction benefits; business plans for fundraising; tax incentive laws; funding mechanisms (incentive laws, FSA, RioFilme); coordination of marketing and ad campaigns; distribution, licensing and commissioning; MoUs, NDAs and contract drafts; patents and trademarks; negotiation of copyright contracts; treaties for international co-production; planning, management and budget control; hiring of artists; recruiting of technical crew; project management (Gantt charts, PMI, agile); strategy planning; compliance; accountability (ANCINE, MinC, FAPERJ, CNPq, culture secretaries) and other activities.
Is the founder/partner of Terra Brasilis, an independent production company (2004-2019).
