In this Video, What Mr Kapil Srivastava has tried to explain is that Raga is different from a Scale. Raga has Rules but Scale has no Rules. That's it. By giving a PENTATONIC MAJOR example which has same notes but in western method you will run it without any rules. But same notes when you have to express as Raga. You have to follow rules.
