I am Lester Jay, a licensed Civil Engineer with extensive experience in public transport and traffic systems. My work is deeply rooted in advancing sustainable mobility through projects in public transport route planning, transportation master plans, traffic studies, and traffic impact assessments.

I have collaborated with national government agencies, local government units (LGUs), and transport operators under the Public Transport Modernization Program, helping identify barriers to effective implementation of the Local Public Transport Route Plan (LPTRP). Through these engagements, I’ve developed evidence-based technical, policy, and regulatory recommendations that strengthen the LPTRP framework and improve its feasibility and acceptance among stakeholders.
