What is Page Ranking??
In short Page Rank is a 'election', by all of those other pages on the Web, about how important a site is. A link to a page counts as a vote of support. If there's no link there's no support (but it can be an abstention from voting rather than vote against the page).
How is Pr Used?
Pr is among the practices Google uses to ascertain a page's significance or importance. To get other ways to look at this, please consider having a glance at: linklicious.com. It's only 1 part of the story when it comes to the Google record, but Page Rank is exciting enough to deserve a paper of its and the other features are discussed elsewhere (and are ever changing).
If you have installed the Google toolbar (http://toolbar.google.com/) pr is also displayed o-n the toolbar of your browser. However the Toolbar Page Rank only goes from 0 - 10 and seems to be something like a logarithmic scale:

We could not know the exact details of the size since, as we'll see later, the utmost PR of all pages online changes every month when Google does its re-indexing! If we presume the scale is logarithmic (although there is only historical evidence for this at the time of writing) then Google could just give the greatest actual PR page a toolbar PR of 10 and scale the others appropriately.
Also the toolbar often guesses! The toolbar frequently shows me a Toolbar PR for pages I have only submitted and can't possibly maintain the catalog however!
What seems to be occurring is that the toolbar discusses the URL of the page the browser is displaying and strips off anything down the last '/' (i.e. it goes to the 'parent' page in URL conditions). If Google includes a Toolbar PR for that parent then it subtracts 1 and shows that because the Toolbar PR for this page. If there is no PR for that parent it goes to the parent's site, but subtracting 2, and etc all the way up to the root of one's site. Then the bar is greyed out, if it can not find a Toolbar PR to produce in this way, that is if it doesn't find a site
