As a Stanford-trained software engineer, he invented and patented an early machine learning algorithm, then founded a social search startup to commercialize it. Entering public service in Puerto Rico, he catalyzed $110M of investment by US firms including Microsoft, Lockheed Martin and Honeywell Aerospace.
