Matt Arlyn

Matt Arlyn is a disaster recovery and housing policy expert with more than 15 years of experience. He has led post-crisis programs at the state level, helped draft federally required Action Plans, and advised on funding strategy for long-term recovery across housing, infrastructure, and community development. His background includes work in North Carolina, Louisiana, Puerto Rico, California, and Texas.

He is a Certified Floodplain Manager and contributed to HUD’s national manuals on housing reconstruction after disaster. In North Carolina, Matt oversaw a COVID-19 rental assistance initiative that reached nearly 100,000 households and was recognized as one of the fastest and most cost-effective in the country. He is known for building durable systems that transform stalled programs into scalable solutions.

Matt approaches disaster recovery as a civic responsibility. His work emphasizes accountability, operational clarity, and long-term sustainability. He lives in Chapel Hill, North Carolina, with his partner and son.
