Dominican, poetry passionate, lawyer (UNIBE), Masters of Social Work and Public Policies (PUCMM-Ryerson U), and Masters of Intl. Social and Public Policies (Development Stream) at the London School of Economics and Political Science (LSE).
With +10 years of experience in the areas of Right to Sustainable Development, Mildred has specialized in Human Rights, Public Intl. Law, Data4Dev, social innovation, partnerships, and Development Finance. And has conducted research on Freedom of Expression (2011), human rights legislation and public policy (2012), municipality (2016-2017), Youth Rights, the 2030 Agenda(2013-2018), and Data Innovation.
In 2010, Samboy founded I Blog For Human Rights, recognized by the Inter-Parliamentary Union (IPU), the Ministry of Youth and the Vice-Presidency(DR)-Alliance against Poverty, and the ClintonGlobalInitiativeforUniversities (CGIU).
Samboy started at the United Nations (UN) in 2013 as a National Specialist Technical Assistant for UN Volunteers (UNV) in the Millennium Development Goals (MDGs) and the 2030 Agenda. At the UN, Samboy coordinated the 2030 Agenda consultation process, with the participation of +200,000 people in the My World Survey, positioning the DR as top 8 with the more inclusive and active participation. Moreover, Samboy supported the review of the National Volunteer Law, the Regulation of the Disability Law, and the Criminal Code.
Mildred has coordinated and/or supported the SDG Fund, COVID-19 response MPTF, UN Trust Fund, UNDEF, among other Dominican proposals formulation. Additionally, has been in charge of the creation and follow-up of the UN Partnerships and Development Finance Inter-Agency Network. Within this team, Samboy works with the coordination of +10 multi-partnership agreements from Academia, Private and Public Sectors, and Civil Society. Former local co-coordinator of the UN Free and Equal OHCHR Campaign and a member of the UN Inter-agency Gender Group. Samboy supported the coordination of 3 UN Emergency Team subgroups for the COVID-19 impact mitigation in the DR. And co-coordinated 1st ever Virtual Hackathon technological solutions for COVID-19 impact in the health sector (Participación Ciudadana leadership), Shaping Agro, online hackathon for COVID-19 crisis in agriculture and food security), and Blood4All (Global Shapers Santo Domingo Hub leadership).
Samboy is currently working at the UN Resident Coordinator’s Office in the DR as the Partnerships and Development Finance Officer.
