An innovative and progressive educational administrator in Evanston, Wyoming, Dr. James Bailey has a history of promoting measurable improvements in student achievement. His core competencies include large-scale instructional improvement, organizational development, student engagement, and regulatory compliance and reporting. He is also an adept mentor and coach with experience developing proactive and highly effective teams of educators and administrative staff. Currently, Dr. James Bailey puts his experience and knowledge to use as the co-superintendent of Uinta County School District #1 in Evanston, Wyoming. He has been with the school district since 2005, spending three years as an assistant superintendent for instructional services before taking on his present responsibilities.

Dr. Bailey earned a PhD in educational leadership and innovation from the University of Colorado. He began his career in education as a teacher, then became a principal for schools in Colorado. He also served as the director of standards and assessment for RE-1 Valley School District in Sterling, Colorado, and as a principal consultant for Mid-continent Research for Education and Learning. He is a member of the Wyoming Association of School Administrators and the American Educational Research Association.
