quality and balance to the delivery of agency work. Information Services are being developed first-time to show metrics and total cost of ownership in balance to service level agreements.

With the challenge of delivering high profile projects during a financial crisis for the State of Washington – resulting in all-time low financial and skilled resource availability - Melissa has creatively applied short and long term changes to deliver priority work. From re-organizing the development teams in to service
based organizations and the start-up of an enterprise-focused organization to building a front office focused team, she has been able to focus limited resources to focus on delivering quality solutions.

Focusing on delivering agile enterprise solutions to the State of Washington Melissa has achieved the significant achievement of delivering a customer centered Licensing Application to reduce licensing office wait times allowing customers to renewal drivers licensing and car tabs online.

While serving in her role as CIO, Melissa has prepared the long term strategic roadmap to move key legacy applications to a modern platform while delivering new functional business value. When delivered, the new platform will focus on moving to enterprise solutions that enable shorter turn-around for projects in a multi-layer environment.

As Chief Information Officer for Washington State Department of Infrastructure Services Melissa served as driving force to realize
maximum value of IT Assets: Reduced workstation asset costs by 35% down by implementing one centralized process and user profiles; Reduced supply, electricity use and administration; Implemented virtual servers reducing server costs by 25%.
