Subbarao Mupparaju is Director of FI$Cal, the California department responsible for the State's integrated financial management system, appointed by Governor Gavin Newsom in May 2026. He came to public service after twenty years in technology leadership at Hewlett Packard, IBM and Tata Consultancy Services, and has since served as California's State Chief Enterprise Architect, CIO at Housing and Community Development, and CIO and Chief Deputy Director at FI$Cal. He holds a master's degree in Mechanical Engineering and is a recipient of the California CIO of the Year award.
