I’m Mwenda Albert Kazadi Jr., a private sector development and investment advisor working at the intersection of finance, policy reform, and natural resource–based value chains across Sub-Saharan Africa. I help governments, donors, financial institutions, and entrepreneurs turn complex systems into bankable, scalable, and sustainable investments.

Co-Founder of TopUpCare, and trusted advisor on agriculture, climate-linked finance, and frontier-market growth.

What I Do

I specialize in bridging private investment with public-sector reform in fragile and frontier markets.

My work focuses on:

Unlocking private capital in agriculture, forestry, fisheries, and food systems

Designing investment-ready value chains and bankable pipelines

Supporting financial institutions with product design, risk frameworks, and ESG alignment

Facilitating high-stakes public–private dialogue across government, finance, and industry

I’ve advised organizations including the World Bank, FAO, EU, USAID, FCDO-funded initiatives, and leading NGOs and investors across West and East Africa.

I’m a Co-Founder and COO of TopUpCare, a health-tech and advisory platform helping insurers, providers, and enterprises manage cost, quality, and access to care in emerging markets.
