Juliana Neelbauer

I have been active in the tech communities of DC, Baltimore, Annapolis, New York, San Francisco, South Florida, and Atlanta since 2005.

After a career pivot from corporate operations for fast-growth software companies, I became a lawyer serving my friends and colleagues and started a boutique tech law firm in Bethesda, MD. Then I worked as an associate and partner of an Atlanta-based mid-sized law firm (Drew Eckl & Farnham LLP) and then as a partner of an Am Law 100 law firm, Fox Rothschild LLP. In 2026, I re-opened a corporate, IP, AI governance, data protection, and cybersecurity law firm, Neelbauer Law LLC , and launched a corporate mediation practice, Sursea LLC.

In my free time, I advise Startup Shell Inc., a student-owned and student-run incubator on the University of Maryland campus, I mediate and consult with the xFoundry @ UMD, and mentor business students or give business law lectures for the Dingman Center for Entrepreneurship Legal Office Hours program.

For community service, I volunteer time as a board member for a number of non-profit organizations.
