Noelle Maloney

An attorney with more than 10 years of experience working for government agencies, Noelle Maloney prepared for her career by attending The College of New Jersey, where she graduated magna cum laude with a Bachelor of Arts in 1994. Ms. Maloney earned admission to Rutgers University School of Law—Camden, and graduated with a Juris Doctor in 1997. During her time at the university, she won the Pro Bono Service Award for her work with the Rutgers Domestic Violence Project and the Top Ten Brief Award in the Hunter Advanced Moot Court Competition. Additionally, Noelle Maloney served as Secretary and Treasurer for the Women’s Law Caucus, and as a teaching assistant for legal research and writing.

In 1998, Noelle Maloney entered a clerkship for the Honorable Donald A. Smith, Jr., at the New Jersey Judiciary, and she immediately followed this position with one as an associate at the Sterns & Weinroth law firm. In both appointments, Ms. Maloney gained experience within the judicial system and would utilize this knowledge and expertise throughout her career as an advisor. As Supervisory Management Analyst of National Institutes of Health, a title she held from 1999 to 2002, she acted as a primary legal advisor to the Office of the Director, and offered consultation on the topics of the Freedom of Information Act (FOIA), information-sharing, and privacy.

In 2005, Noelle Maloney became Senior Counsel of U.S. Securities and Exchange Commission, and her main responsibilities included counseling agency staff on various topics, including FOIA; drafting regulations and policy; and defending and representing the agency in administrative and litigation proceedings. As a result of her success in the position, she received a promotion to the position of Acting Inspector General. In this position, Ms. Maloney oversaw all operations, staff, audits, and investigations undertaken by the Office of Inspector General, with a focus on internal investigations and compliance.
