Pamela L. Johnson is a nonprofit consultant and workforce development executive with more than 15 years of experience designing and scaling programs that connect people to economic opportunity. As founder of Johnson Consulting Group, she partners with nonprofits, foundations, and workforce development organizations to build the strategy, systems, and infrastructure that produce measurable outcomes — not just activity.

Her career includes leading a national veterans and military families portfolio at Goodwill Industries International, where she grew programming across a 22-organization network serving nearly 12,000 people and architected a framework that scaled workforce services across 22 major U.S. cities. She has deep expertise in braided funding models, WIOA policy implementation, federal grant compliance, and building public-private partnerships that hold.

Pamela served as a Special Government Employee and Co-Chair of the Diversity & Inclusion Subcommittee of the Advisory Committee on Veterans' Employment, Training and Employer Outreach (ACVETEO) — a federal advisory body to the U.S. Secretary of Labor. She holds an MBA from Webster University and a BA in Sociology from the University of Southern California.
