Pamela L. Johnson is a social impact executive and national workforce equity strategist with 15+ years designing, implementing, and scaling the infrastructure that moves people from potential to prosperity.
As founder of Johnson Consulting Group and its Workforce GPS division, she partners with nonprofits, foundations, workforce boards, and mission-driven organizations to build the program systems, outcome documentation frameworks, and community investment infrastructure that produce — and prove — real results.
Her career includes leading national operations for the Goodwill Veterans and Military Families Accelerator™ at Goodwill Industries International — a national training academy placing veterans and military families into careers in Construction, Energy, and Manufacturing across a 22-organization network spanning the U.S. and Canada. She managed a $22.5M+ blended portfolio of federal and Fortune 500 investment, directed programs placing 10,400+ individuals into employment at an average wage of $22 per hour, and generated an estimated $475M+ in annual community wages — documented through Salesforce CRM, a 34-SOP operational library, and federal outcome reporting systems she built from the ground up.
Pamela was appointed by two U.S. Secretaries of Labor to serve on ACVETEO — the federal advisory body to the Secretary of Labor — where she co-chaired the Diversity & Inclusion Subcommittee, advancing equity-centered veteran employment policy through cross-partisan coalition alignment. She has testified alongside senior DOL and VA officials at the U.S. Capitol, presented at the Walmart Annual Shareholders Meeting, reached 5.2 million listeners as a national spokesperson on Sirius XM, been published on VA.gov, and been recognized by BeyGOOD for her community impact work.
A U.S. Army veteran with 10 years of service and a two-time Olympic Trials competitor trained by Coach Bobby Kersee, Pamela brings elite-level discipline and a practitioner's credibility to every engagement.
She holds an MBA from Webster University and a BA in Sociology from the University of Southern California. She is also building The Thrive Network / Johnson's Legacy Foundation — a national community power coalition rooted in Houston's Acres Homes neighborhood, honoring the legacy of her husband's parents, Freddie and Dorothy Johnson.
