Phaedra Chrousos is the Chief Innovation Officer of Libra Group. Headquartered in New York and London, Libra Group is an international business group that owns and operates 30 companies in six sectors: aviation, energy, finance, hospitality, real estate, and shipping. As Libra Group’s Chief Innovation Officer, Phaedra’s role is to identify, pilot and help Libra Group companies adopt disruptive technology solutions.

Prior to joining Libra Group, Phaedra served as a political appointee for the Obama Administration. She led a division at the General Services Administration (GSA) whose mission is to improve the public's experience with the American government online. In this capacity, Phaedra was responsible for a 200 person digital services team (18F), a $60M portfolio of technology products (data.gov, cloud.gov and login.gov), and the Presidential Innovation Fellowship. Prior to her departure, Phaedra helped stand up the Technology Transformation Service at GSA, which serves as a foundation for the government’s ongoing digital transformation, and served as its Founding Commissioner.

Before entering public service, Phaedra co-founded and led two technology companies. The first, a health 2.0 company that reimagined the way that doctors and patients communicate, was sold 10 months after launch. The second, a digital media company, was selected as an Endeavor company for its contribution to the Greek economy during the country’s recession. Phaedra also has several years of consulting experience with The Boston Consulting Group and The World Bank Group.

Phaedra received a BA from Georgetown University, an MSC with distinction from The London School of Economics and Political Science, and an MBA with honors from Columbia Business School. She is an advisor for Hangar, a gov tech startup studio, and Public, a gov tech fund. Phaedra was twice named one of the Federal Government's '50 Women in Technology' by FedScoop and one of Greece's '40 under 40' by Fortune Magazine.
