The Provincial News Network is a news collection and dissemination network focusing on news from under-reported regions and locations. We also specialize in gathering news from areas that are deficient in terms of media freedom and those which lack a vibrant reporting / journalistic tradition.
Some of these regions are usually not in the glare of mainstream media due to geographic inaccessibility or are inaccessible due procedural and policy issues. These “difficult” spots could be described as places which are typically prone to having a predominantly state controlled media with curbs on free reporting.
Given the state of media and internet restrictions in China getting access to indigenous independent thought and opinion is not an easy task. CFR Senior Fellow Elizabeth C. Economy says the Chinese government is in a state of "schizophrenia" about media policy as it "goes back and forth, testing the line, knowing they need press freedom--and the information it provides--but worried about opening the door to the type of freedoms that could lead to the regime's downfall." http://www.cfr.org/china/media-censorship-china/p11515
